The concept of national security has often been taken to merely connote the preservation of sovereignty, territorial integrity and internal stability with the focus on the coercive power of the state. In today’s complex and interdependent world faced with many non traditional threats like pandemics, climate change, etc it must, however, be seen in a more holistic manner.
You were India’s Permanent Representative (PR) at Geneva from 1992 to 1995, a momentous period for India. As PR, you faced a number of challenges vis-à-vis Pakistan, which tried to capitalise on fault lines in India, particularly in the aftermath of the destruction of the Babri Mosque as well as the Bombay (now Mumbai) riots. Could you take us through your experience at that time, the international atmosphere, and also how India was being viewed abroad?
“Credible minimum deterrence” is the cornerstone of India’s nuclear doctrine. It, used in conjunction with the concepts of “No First Use” (NFU) and “Non Use” against non nuclear weapon states, clearly indicates that India envisages its nuclear weapons as only a deterrent and not as a means to threaten others.
The spate of rioting which plagued Jammu and Kashmir (J&K) from June 2010 is testimony to the mismanagement of developments by both the state and central governments. This is all the more unfortunate as near normalcy had been established in Jammu and Kashmir following the November 2008 elections and the downtrend in insurgency through 2009 and early 2010.
The prognoses that it will be long before Afghanistan will be at peace with itself; that the Taliban have raised the cost of the Afghan war for the West; that the growing differences between the West and Kabul have aggravated the prevailing uncertainty over the future of the war; and that the US-led Afghan mission appears unwinnable are all unexceptionable.
